Why you need a Korean driver's license — and why an IDP isn't enough long-term
An International Driving Permit (IDP) is valid in Korea for up to 1 year from your date of entry. After that, it's no longer legally valid for driving in Korea.
More importantly: once you receive an ARC, you are legally classified as a Korean resident, not a tourist. Korean law technically requires residents to hold a Korean driver's license for driving in Korea. Important: US residents — your state matters, not your country
The US situation is the most confusing. Korea has signed bilateral agreements with individual US states, not the US as a whole. As of 2026:

What you need — documents checklist
- Your original foreign driver's license — must be valid (not expired). Temporary, learner's, provisional, or probationary licenses are NOT eligible for exchange.
- Passport
- ARC (Alien Registration Card)

Step-by-step: The license exchange process
Step 1 — Find a Driver's License Center (운전면허시험장)
License exchanges are done at official Driver's License Centers (운전면허시험장), not at police stations or regular government offices.
Seoul locations with English-language service:
- Seoul Gangnam Driver's License Center — Gangnam, English lane available
- Seoul Seobu Driver's License Center — Mapo area, English lane available
Other major cities with English lanes: Busan, Incheon, Daegu. Call ahead to confirm English staff availability and current operating hours.
Step 2 — Go to the center with all documents
Arrive early — centers can be busy, especially on weekdays. Bring every document on the checklist above. Missing one item means a wasted trip.
At the center, go to the foreign license exchange counter (외국면허 교환). Staff at major centers have experience with foreign applicants and the process is straightforward with complete documents.
Step 3 — Vision test

Step 4 — Written test (if required for your country/state)

After you get your Korean license
Mobile Driver's License (모바일 운전면허증)
Korea now allows a digital version of your driver's license on your smartphone via the "Mobile ID" (모바일 신분증) app. The digital license is legally recognized for:

- Some visa-related processes
- Identity checks at many Korean businesses

If you want to drive internationally

Common mistakes to avoid
